What causes the test receptacle on an SA-2000 series ESA to read approximately 77 Vac from Hot to Ground instead of the normal 115Vac?

Check the fuse.

This is an indication of a blown 250mA/250V fuse, (P/N UF-0250-01) located on the front panel.
